Is the map attributes action impacted by a feature filter action?

For example, say my schema mapping table looks something like this:

And I have to actions set up:

1) Filter Features on the filter columns

2) Map Attributes on the map columns

It the filter features action returns false, e.g. filter never equals X, will the map attribute actions still take place?
