I am very new to FME so this may be an obvious question BUT I need a transformer that will take an attribute (ie "SymbolID") of a shapefile and use that as the classification for the layer it will be drawn in for the writer (MSI).

Full disclosure, I'm not really sure which writer is the MSI writer you are referring to. What's its full name? I see we have a MSI reader which refers to our Sentinel 2 reader. But I don't see a writer.
However, in general though, FME supports what you are looking for through what we call Fanout. This article has more details.
Without knowing which writer you need, I'm not 100% whether yours is a scenario of Feature Type Fanout or Dataset Fanout. If you could let us know what writer you are using, our community here may be better able to help you pick.
