Cannot connect to ArcSDE 10.6.1 with oracle19c

We're upgrading our servers and databases to ArcGIS 10.6, Oracle19c and FME 2019

 

I'm installing the new machine for FME, but 'm unable to connect to our database with the ArcSDE Geodb reader. 

I'm using a sde connection file(which works in ArcCatalog), but when I try to open the Table List I get the follwoing error:

Failed to retrieve feature types.
Could not open the Enterprise Geodatabase. The error number from ArcObjects is'-2147216072'. The error message from ArcObjects is: {Underlying DBMS error[Unknown errorNo extended error.]}

My Setup:

Server: 

  • Microsoft Windows Server 2016 Standard
  • FME Desktop 2019.2.2 64-bit
  • ArcGIS Desktop 10.6.1
  • ArcGIS Desktop Background Geoprocessing 10.6.1 (64-bit)
  • Oracle Client 19c
  • Oracle instant client 19.5 64-bit

Database:

  • Oracle 19.c
  • ArcSde 10.6.1

 

Connecting to the database with an Oracle Reader does work.

 

Any idea what the problem could be?

Have you installed the Oracle 19c patch?

Oracle 19c (64 bit) 19.3.0.0.0— Supported with ArcGIS Pro 2.4.2 and supported with ArcGIS 10.7.1 if you install the ArcGIS (Desktop, Engine, Server) Support for Oracle 19c Patch

Have you installed the Oracle 19c patch?

Oracle 19c (64 bit) 19.3.0.0.0— Supported with ArcGIS Pro 2.4.2 and supported with ArcGIS 10.7.1 if you install the ArcGIS (Desktop, Engine, Server) Support for Oracle 19c Patch
