Did anyone have experience in publishing a WMS to ArcGIS Server with REST API using FME?
Any help would be appreciated.

It's not clear to me what you mean. Can you provide more information?
If there is a REST API in ArcGIS Server to publish a WMS service, I'm fairly certain it should be doable with FME and the HTTPCaller transformer.
You may want to ask on the ArcGIS Server forums about the API, however.
