Why does Google Heart only accept KML lines if they are at least 50cm long? Could anyone give me a technically valid answer?

Do you mean Google Earth or the Google Heart Framework?
If it is Google Earth it accepts lines shorter than 50cm. If it is GHF, it has nothing to do with KML files.
For example here is a .kml file with a 30cm line.
