Further, it would be convenient if the description and Workspace/Transformer Help would be synchronized automatically, for published parameters.

Add Description field to Add/Edit User Parameter dialog (below).

For published parameters, link the Description and Workspace/Transformer Help. If you edit Description of the parameter, apply it to the Help automatically, vise versa.

Good idea. Also, in FME Server this could be implemented as a small (?) icon next to each parameter, displaying a popup on hover.
