where is the missing tab user attributes ,how can i show it .my file is dgn v7

The DGN format does not have user attributes.
It only has format attributes.
If you see attributes in MicroStation, they are probably linked using the mslink attribute, that is in the format attributes.

could i ask,i saw some examples ppl. are using orace spatial or non spatial for dgn file what is advantage of that.
why did not they use the dgn file directly but i found they show user attribute in oracle spatial.
so if i want to add user attribute ,is it possible for v7 or no way.thanks
