We have fme 2016.
We have two engine servers, on each one 4 engines.
What is the algorithm for choosing engine to each new job will be assigned? Let's say that we are not using any routing tags.

I think it's choosing at random from the engines that are not running jobs when a new job is started.

@redgeographics is correct. If there are no Job Queues (2018+) or Tags (pre-2018) being used then engine assignment to a job is random.
If you do decide to to use tags and have one engine assigned to multiple tags/queues then that engine will round robin through the queues.
