After install, FME Server Web UI is not working - errors with REST and pages not found. Help

I've just installed FME Server 2016. After restarting the server and running a sample job I would then go to the Jobs page to ensure that it ran successfully. After clicking Manage > Jobs I get the whirling cogwheel then eventually a message on the screen that says:

 

There was a problem communicting with the REST API

The security pages show a message that says:

Sorry, Page not Found

How can I fix this?

It may be that the account that is set as LogOn for the Windows Services may not be an admin on the machine or have permissions to the required directories. Try changing the LogOn account.
