I have tried a bunch of different coordinate combinations to find one that may work. Using the one that I have always used the objects translate in the correct location, but the scaling is incorrect. Other coordinate systems the text is the correct scale but not in the correct location. I am translating from NAD27 mm to NAD27 ft. looking for an answer so we can move forward with a software upgrade. See below for coordinate info that I am using.

The newest version of FME That will work with our installation of Smallworld is 2021.2.0.1 and I am still having the same issues. That being said the problem actually started with FME 2019 32 bit version, that is why we are using FME 2018 version at this time. We need to upgrade our Production Smallworld but until we can get the problem with the FME translations fixed we are stuck. I have also contacted GE and have asked for their help.

I worked with Dan Cooney from GE to verify that the issues with the Annotation using our current Coordinate system was not a Smallworld issue and I believe we have identified that it is not. We created 2 different ffs files one using Smallworld 5.1.6 and one using Smallworld 5.2.10. using the ffs files we tested translating to dgn using different versions of FME. 2018 32 bit, 2021 64 bit and FME(R) 2022.1.3.0 (20220928 - Build 22630 - WIN64). The 2018 version is translating correctly, both the 2021 and 2022 versions are translating the text incorrectly. Once a fix is found I will need to have it work using the FME(R) 2021.2.0.1 (20211112 - Build 21789 - WIN64) version as it is the version that is compatible with Smallworld 5.2.10. I attached files that I hope will help.
