I have table of records(in feature class) i need to write the count of records in other table(oracle non spatial table)

It's very easy to accomplish using a StatisticsCalculator, e.g.:

This will read all the feature classes out of a File Geodatabase and write one record to the table "FeatureCounts" containing the table name and the number of features in it.
