Our company was told AutoCAD will go from a computer-based to user-based license structure. We're wondering how this will affect using FME.

I would expect that FME will be unaffected by the change in AutoCAD licensing.
FME is not dependent on AutoCAD being installed to use any of the AutoCAD formats (eg. ACAD, REALDWG, AUTOCAD_OD, CIVIL3D).
