I have installed the FME Desktop 2018.0 Beta in my machine and i didn't find any information about XSL-FO.
You can post a new Idea and follow the evolution this Idea by State:

I don't see any prior requests or information in our internal systems - so I think the suggestion to post it as a new idea is probably the best one.
