Create a project based set of parameters that could be shared between workspaces in that project. All workspaces in the project would "inherit" the parameters making it easier for management and updates.

Hi, this has been released in FME 2023.1. The functionality is called Deployment Parameters and you can read more about them here.
It isn't quite what you asked for as the Deployment Parameters are per FME Flow, but you could use permissions to lock access down.
