Is there a reader for PDF documents?  I would like to be able to use FME to batch convert a number of PDF documents into another image format, like JPEG, so that I can georeference the content.
I'm afraid not. PDF writers only, so you'll have to use a third party tool instead. I'm pretty sure there are some free ones. Once done though, search for GCP in the Transformer list as you might find some help georeferencing your images.
Depends how advanced you need your data to read the PDF. You can try to use one of the python PDF-readers to get the data. I havent used it myself, so not sure if it gets all images correctly etc.

To achieve batch PDF conversion, I think you may need a licensed PDF reading SDK, especially when you need to maintain the high quality of converted image file.
