500 polygons, split into equal blocks of around 20 polygons that are spatially coincident/clustered

I have 501 polygons of various shapes and sizes. I want to split it up in clusters of roughly 20 polygons each. But I wan the clusters to be located together. I have tried the spatialsorter, which gives good results. But not quite what I’m looking for. Is this possible? Any help would be greatly appreciated.

One way to do this is by using pointcloud, as demonstrated in this blog post: Think like a point cloud: Tips for effective data processing At the end of the paragraph Polygon Tiling is a sample workspace.
