Not exactly from a XSD you can try the following FME Hub templates:

For the second option you can run a truncate command to empty the gdb after creation.

Thanks for the input but I really need to start from either an XSD (or an XMI at a push). I found a tool online called ShapeChangr but like quite a lot of open source it lacks proper documentation, examples and doesn't work as shown in the brief intro guide. A complication I have is that I am in a closed network not connected to the internet.
