VertexCreator allow insert at index mode for points

Currently the VertexCreator in Insert Point at Index Mode will reject point features as invalid. These features would benefit from Insert point at index 0 in cases where the orientation of the line matters.

This has been fixed in FME 2018.0 - Specify 0 with "Insert Point at Index" to insert a vertex at the beginning of a feature or "Add Point" to add it to the end.

We plan to loosen this up even more for FME 2019 . So if you have a two vertex line and you set Insert Point at Index = 100 it'll still add the point as third vertex. Same for -100. It will insert before the current vertex 0. At the moment, an index out of range will cause the feature to be rejected.
