FME Server doesn't run as root on FME Cloud for security reasons, for ports below 1024 you do need root permissions so unfortunatley the answer is no. Do you have a specific workflow in-mind?

I was looking to build a workflow which listens for SNMP data on port 162 and acts based on that.

However upon further consideration, we'll need to use secure SNMP which although runs on non-privliged ports, will add complexity in reading the data from within FME.

Thanks for the answer!
