Dissolve overlaps in a parcel polygon

I have a parcel polygon in which there are overlaps and this prevents one from seeing the underlying polygons - see the images below. The second image is accomplished by duplicating the layer - with one with a polygon fill and the other with no fill. You want to dissolve it? R u sure? Dissolve wil result in the same polygon as the yellow one.

 

 

I assume you want to use AreoOnAreaOverlayer or Topologybuilder.

Btw

 

The big poly is last in the data, if i open it in inspector is see the "underlying" poly's. It has the highest GID.

 

I get an error trying to open it in Arcmap though..
