Oops, encountered some browser issues.  The subject is correct, the question is getting raster data into a geopackage.  It seems FME has all the raster tools needed but they just can't write a raster geopackage.  Am I missing something?  Is there a way to do it?

Reading this (http://docs.safe.com/fme/2016.1/html/FME_Desktop_Documentation/FME_ReadersWriters/geopackage/quick_facts_geopackage.htm?Highlight=geopackage) it seems as though raster isn't supported yet. I was also trying to write raster to a geopackage.

You are right, FME 2016 only supports the core geometry types in the Geopackage writer: http://www.geopackage.org/spec/#geometry_types

FME 2017.0 has an OGC GeoPackage Tiles reader and writer to support raster data.
