I ahve two formates of data text(.txt) and (Excel(.xlsx) The data is in bellow form.I want to insert this data into smallworld by using FME.

The data Formate as bellow in .Txt and Excels.

Yes, using the VertexCreator transformer.

Or using either the CSV reader (for text) or Excel reader (for XLS) you can specify attributes as being the X- and Y-coordinates. That avoids having to use the VertexCreator.

And on the Writer side you can use the SpatialBiz plug-in for SmallWorld. This will allow you to write data from FME into SmallWorld databases.
