How to insert shapefile features into SDE and then populate a field based on the new OBJECTID's?

Since FME cannot know or influence the OBJECTID before the feature has been written, you'll pretty much have to write the features, read them back into FME and then update the "enclosureid" values.
That said, ESRI recommends not using the OBJECTID value for basically anything meaningful.
