Is it possible with FME Desktop?

LAS (LiDAR) to OBJ (Wavefront) to FLT (OpenFlight) with textures???

Yes. You can read LAS, use SurfaceModeller, and write to OBJ including textures. Seems to support FLT also https://www.safe.com/fme/formats-matrix/ - but havent tried it so not sure it supports textures/materials.
