No response when trying to read an http link with CAT as the reader

I read txt, shp, and csv files zipped a url all the time. For some reason, when I set Column Aligned Text (CAT) as the reader for fixed width files, FME cannot see the file. What's going on here? 

 

 

btw, it's a .dat file inside a zip.
