+5You should be able to create a simple workspace to read and write the data, just changing the level name/number on the output feature type.
However, this will only work for point cells, because they can be placed on the active level. I don't think it will work for graphic cells because they take the symbology (and level) defined when the cell was created. So check the cell library to make sure you aren't working with graphic cells.
