I am trying to create routes for multiple inspectors in FME. I think ArcGISOnline Router may be the way to go. Has anyone tried it out? If someone is using some other method, what would they recommend?

You can do this, create 2-point lines which are the start and end stops for each route, project them to WGS84 if they aren't already and send them to the routing service.

Actually, you can create lines with many vertices, if you have waypoints you want to enforce.

One more thing, send 2D geometry to the transformer, you may have trouble if there are Z values.
