Is there a tool within FME to convert Esri GDB or shapefile to VPF Coverage (UVmap, Vmap1, Vmap2, etc)?

I found a VPF Coverage Reader. For Writing, the only VPF writer is VPF-DB which doesn't write VPF Coverages.

Please advise if there is any add-on tool to write VPF Coverage.
