Applied Transformation Matrix wrong: how to correct this?

I have an IFC file (exported from Revit) that has a transformation matrix applied to it for real world coordinates:

ifc_transUnfortunately, the transformation xy parameters are off by a factor 1000. What would be an appropriate transformer to change this applied transformation matrix? It might be CSmapReprojector, but I can't find how to modify my custom transformation parameters? How do those even need to look here? Thanks!

My recommendation would be to use the Affiner.

Example that multiplies all X and Y coordinates by 1000:

Hi David, couldn't to it with the Affine Parameters Transformer, but it worked with the Offsetter Transformer (needed to insert the absolute values)...thanks for leading me in the right direction at least!
