When you license FME Server for evaluation you should get an email with a link to click on to extend that evaluation. I'm not sure what it extends to, but if it's not enough, talk to - they're always happy to help out with extended trial licenses.
Edit: Plus if you need to include extra engines to test scalability, then the sales team will also be happy to help. I think the evaluation only includes two engines by default.
