FME Quick Translator in MapInfo

I recently transferred MapInfo v15.2 from a computer with Windows 10 to a computer with Windows 7. I am trying to run the Universal Translator, but it gives me the following error:

File C:\\Users\\Name could not be opened

Program terminating.

I have been searching through the forums and throughout the documentation FME has, but I am unable to find a solution SO FAR. I am wondering if it is a security issue with Windows 7; I have multiple users set up on this computer. I will continue to search for answers, but if anyone on this forum can help me, I would be very grateful.

FME install's file under the machine user that installed the software, is it possible that the original user from win 10 does not exist on the win 7 machine?

Did you install it as a different user (i.e. one with admin privileges) than that you're trying to run it with?
