XMLTemplater - How to use conditional value in the root template?

The XML Templater fails when I give a conditional value in the root template. XMLTemplater_3: Invalid Test Expression: TEST<at>Value<openparen>template_root<closeparen>=1

I have attached a simple workspace, any ideas why the conditional check fails?
