Take a look at this awesome blog article by @dmitribagh as it is likely what you will need to do: Spatially Enabled Video Editing with FME
(the Disassembling videos into images section in particular). It's possible with the help of an open-source tool called FFMPEG to extract individual frames from the mp4 before reading the frames in with a FeatureReader.
