I have multiple JPEG with corresponding location information in csv file. can anyone suggest me how to geotag those images?

The RasterGeoreferencer might be the transformer that you're looking for. You may also want to follow it up with a CoordinateSystemSetter to set the relevant coordinate system afterwards. The doc that I linked also includes an example of the RasterGeoreferencer in action. Hope that helps with getting started!
