We have for security reasons to migrate the application Safe Safe FME Desktop 2016 to our new license server (Windows Server 2016 in the cloud)
Questions:
1) what are the steps to installation Safe FME Desktop 2016 on the new Windows Server 2016?
2) do we have first to deactivate Safe FME Desktop 2016 on the old Windows Server 2008R or to stop it?
3) do You have a documentation for these tasks?

The simplest is to contact your local FME reseller (seeing your mail address, it may very well be us at INSER), they should be able to help you with the specifics.
In short:
It is not necessary to deactive the license first.

To move an FME Desktop fixed license from one machine to another, please see this article here.
Please remember that under the terms of the FME Software License Agreement, you need to configure access to fixed licenses in such a way that the FME Software is only accessible to a single user. If you intend to have multiple users access an FME license, then you should be using a floating license.
