I am currently working with .DGN files.
My goal is to create a new DGN file with new values in the "igds_cell_name" field.
I would like to know if it is possible to modify the "igds_cell_name" attribute value???

My take away is that you can definitely rename the attribute but I think FME will look for an existing cell in the output dgn template file to use.
As far as I can tell you can't use FME to create new cells or to rename existing cells in a dgn file.
Disclaimer - I don't work with DGN much and have not tested the workflow.
