This is only very start for me... any tips how to convert arc seconds into degrees...

Welcome to the FME Community!
To convert arcseconds to degrees you can use an ExpressionEvaluator transformer and use the expression in the screenshot below. Here the arcseconds value is held in an attribute named "ArcSeconds" and will create a new attribute named "Degrees" (just type that into the "New Attribute" parameter box)
