We have just upgraded to build 22789 and the install of fme desktop to one of the machines seemed to succeed but when I try and launch desktop it crashes

We have successfully installed it on another windows 2019 server and it does run

FME is also running successfully with build 22789 in the machine where desktop doesn't work.
