Hello, I'm trying to implement a a html report when user runs my workspace app. When the workspace goes to failure I'd like that the server returns the log file straight to the user.
Is it possible to run a second workbench once first is completed and return the htmlreport generated by the second workbench to the user?

This is very possible, and you won't need another workspace to do it. Look at server notifications. It's possible to attach the log to the notification as well. https://docs.safe.com/fme/html/FME_Server_Documentation/ReferenceManual/Monitoring_FME_Server_Activity_Using_Notifications.htm
