Maximum Number of Processes in Parallel Processing?

I remember that the number of processes in parallel processing had been determined by "Parallel Processing Level" and the number of CPU cores, in the old days. The attached screenshot is from FME 2017 Help.

The table above can be applied to parallel processing with a custom transformer in the current version?
