Data Interop License - Dependency Check Failed

Workbench extension successfully runs within ArcGIS Pro 2.4 but standalone Workbench (2019.1) throws the Dependency Check Failed dialog.

Licensing Assistant shows the type as Desktop Data Interoperability Edition (floating). License server seems ok, I see multiple OUT/IN lines in the log when the assistant is launched.
