I remember FME could set conditional values to published parameters, but I couldn't do it in FME 2015.1. I even found a workspace from 2013, which had a published parameter with a conditional value:

If you create a user parameter from a transformer parameter that has the Conditional Value option, it will have the option. Otherwise, the option will not appear.
I think it's common in FME 2013 - 2015.
