KMLRegionSetter Min/Max XY bounding box

How do you figure out what to as min/max XY for the bounding box for points? The documentation says not to calculate late it but then it doesn't expand on how to find out what to set it at

If I open it in google maps and check the link, I think it gives me what I need https://maps.google.com/?ll=44.353989,-78.733006&spn=0.039769,0.069351&t=h&z=14
but what I am really trying to figure out is how to get points to not show up until I am zoomed in a bit. What other settings/values should I use in KMLRegionSetter. I have been playing with the display criteria but nothing seems to work out when I open the files in google earth. The points and text are either available at all scale levels or not at all. Any suggestions on what is needed?
