How can create a Polygon shapefile with z values without a DEM?

I want to simply raise a polygon in a shapefile by a certain z value....e.g be able to visuzalize the flat area in data inspector at a height of 25 meters...thus being able to simulate a floodplain underwater at a certain water height over land. Im sure this is possible.
