SDE_ERROR_CODE(-25) Insufficient permissions

Most obvious thing to check (and it's actually indicated on the 2nd line of the error message) is whether or not the user you're logging in as on the database has the proper permissions.
If that isn't the root of the problem, could you please elaborate a bit? What are you trying to do that causes this error?
